Eagle Watch Ministries was founded by Hal Lowder as a non profit missions and ministry organization. Hal started this ministry with the desire to see lives changed by the power and truth of God’s word. The primary purpose of this organization is sharing our part in the responsibility and privilege of propagating the Gospel of Jesus Christ by all available means, both at home and in foreign lands. Eagle Watch Ministries was formed out of Hal’s desire to comfort those in need during their time of crisis. Hal’s career spanned 30 years as an EMT, Firefighter, Soldier, Fire & Explosion Investigator and Emergency Services Manager. Little did Hal know that when he was called to ministry and preached his first sermon in 1977 in Asheboro, NC, that the road to his ministry would be so adventurous, fulfilling and full of curves, bumps and even a few washouts and landslides. All of these experiences prepared him for this ministry. Eagle Watch Ministries came about after Hal retired from public service and formed his Safety and Security Consulting business. During Hurricane Katrina, Hal and his staff were hired to provide security, consulting and catastrophe business continuity services for a large hospital in New Orleans. After working hard 12 hour shifts, his staff spent their off time providing help, food, and water, restoring property and ministering to the community. Also during the time in his business, Hal began to donate his expertise to ministries and churches that were the victims of arson and donated time to consult with churches regarding safety and security issues. It was during this time that we realized that our business was becoming a workplace ministry. When the earthquake hit Haiti in 2010, we began to donate our resources to a ministry in Haiti that has 35 churches, several schools, orphanages and clinics. God began to work and provide for us to begin our ministry as a domestic non profit corporation; birthing Eagle Watch Ministries. One of the activities of this organization is to follow Christ's command by going to the aid of the poor, sick, and suffering. We are an effective means of reaching hurting people with food, medicine, aid, shelter and other assistance in the Name of Jesus Christ. This, in turn, earns us a hearing for the Gospel. Our emergency relief programs provide desperately needed assistance to victims of natural disasters and catastrophes. As we offer food, water, and temporary shelter, we meet critical needs and give people a chance to rebuild their lives. We provide pre-hospital treatment in the Name of the Great Physician through our first responders, EMT’s, Paramedics and other medical professionals, as well as supplying mission hospitals with much needed equipment and supplies. Eagle Watch Ministries is a nondenominational evangelical Christian organization providing spiritual and physical aid to hurting people. This is accomplished by utilizing volunteer EMT’s, Paramedics, First Responders, Firefighters, Nurses and other emergency responders to respond to natural disasters, catastrophes and other emergencies to provide pre-hospital care, triage and other forms of assistance in times of need to minister to the victims of these catastrophes. Our cadre of volunteers also includes emergency managers, logistics specialists, transportation specialists, construction specialists, disaster mitigation specialists and other specialized fields dedicated to catastrophe response. We utilize small group tactics, responding to disasters, assisting the local population and then providing training so that the affected population can assist in mitigating the catastrophe. This is not just a one time hand out, but we invest in the affected population so that they can recover, assist others and be prepared for other challenges. One of the other activities of this organization is to provide consultation to worship centers and congregants so that they can respond to emergencies, security issues, fires, weather related problems and other matters of life safety. This part of our ministry teaches the worship centers how to prevent emergencies, respond and interact with local authorities and how to recover from an emergency if one does occur within the church.

Hal Lowder, Jr., Director Eagle Watch Ministries, Inc.

Hal currently is President and Founder of Eagle Watch Ministries, a non profit missions and ministry organization. Hal started this ministry with the desire to see lives changed by the power and truth of God’s word. Hal was called to the ministry in 1977 and preached his first sermon at a youth service in Asheboro, in his native state of North Carolina. The primary purpose of this organization is sharing our part in the responsibility and privilege of propagating the Gospel of Jesus Christ by all available means, both at home and in foreign lands; we are an effective means of reaching hurting people with food, medicine, aid, shelter and other assistance in the Name of Jesus Christ. This, in turn, earns us a hearing for the Gospel. Hal began his public safety career more than 30 years ago as a firefighter in Georgia. During his career he served in diverse areas of public safety; among them emergency medicine, fire services, law enforcement and emergency management. He also served in command positions and as director of emergency services. Prior to retirement from government service Lt. (ret) Lowder was the fire and explosion investigator and bombing crime scene technician for a metro Atlanta department. Hal was educated at Emmanuel College in Franklin Springs, GA, Southern Polytechnic University in Marietta, GA, Gainesville State University and Covenant Life Seminary. Hal hold a Bachelor of Arts in Christian Ministry and an Associate of Arts in Theology as well as degrees in Criminal Justice and Fire Science. Hal is a decorated combat veteran and served in the United States Army Military Police Corps during the Cold War and in combat during Operation Desert Storm and Desert Shield with the 716th Military Police Battalion, the most highly decorated Military Police battalion in the United States Army. Hal is currently ordained as a Fire Service Chaplain and specializes in workplace ministry and Critical Incident Stress Counseling. He has ministered during domestic catastrophes such as hurricanes, tornadoes, floods, fires and in South America, Cuba, Haiti, St. Croix and St. Thomas. Hal is also a bass player and has played with many groups and the Messianic praise and worship group Yehudi. Hal has worked in various ministry positions including Youth Leader, Executive Church Administrator, Christian Radio Show Marketing Executive and Producer of a national Christian Radio Show. Hal is an adjunct instructor for Covenant Life Seminary, Georgia Tech Research Institute and has been an adjunct instructor at Gainesville State College, Lanier Technical College and the Georgia Police and Fire Academies. During his military career, Hal taught at the US Army Military Police School and Non Commissioned Officer Academies. Hal’s expertise has been called on by various media outlets and has appeared on television’s Hannity & Colmes, FOX News Live, At Large with Geraldo Rivera, Weekend with Tony Snow, Dayside, Greta Van Sustren, Inside Edition, WE TV, MSNBC and local stations in Atlanta and Birmingham. Hal has appeared on National Pakistani TV. Hal has also appeared on talk radio on The Rick and Bubba Show, The Martha Zoller Show, The Al Gainey Show, Georgia News Network and The Morning Show with Bill & Joel, as well as being interviewed by the NY Times, The Iowa City Press, Seattle, Oregon print media and locally in Atlanta and Gainesville print media. Hal is also a guest columnist for AccessNorthGA.com. Hal currently serves as President and Chairman of the Board of Eagle Watch Ministries and on the advisory board of the Gainesville Salvation Army and attends church at The Rock of Flowery Branch. Hal and his wife of Michele have been married for 15 years and live in Northeast Georgia. Hal has a son, daughter and one granddaughter. His daughter is a 5th generation soldier and is currently awaiting deployment to Iraq. His son is a student and entertainer.

Phillip Chovan, Logistics/Operations Director Eagle Watch Ministries, Inc.

Phil is the retired Deputy Fire Chief of the Marietta,, Georgia Fire Department. Phil is currently a consultant on many projects regarding Fire Safety, Emergency Preparedness Logistics, Homeland Security, Anti-Terrorism and many more aspects of emergency management. Phil is a graduate of Clemson University, and has been an adjunct instructor as well as a full time employee of the Georgia Fire Academy. Phil is active in many projects including homeland security, Department of Defense, Georgia Tech Research Institute and the National Forest Service. Phil is probably one of the best Logistics managers in the world today and has handled incidents from the 1996 Atlanta Olympics. major forest fires and others. As you can see, it is hard to get Phil away from some type of communication device as he is always planning ahead.

Pastor Rene Joseph


Pastor Rene Joseph is a great man of God. In his 25 years of ministry, Pastor Rene has planted 35 churches in Haiti. He has also started schools, clinics, and orphanages throughout the country. His faithful service to the Lord has blessed his life greatly. Pastor Rene has a beautiful wife, Dorentia, and three grown children Reuben, Rachel, and JJ.

Our work has involved catastrophes such as Hurricane’s Hugo, Katrina, Wilma and Rita, the Georgia Blizzard of 1993 and the 1994 Georgia flood from Tropical Storm Alberto. We have also responded to tornadoes in the southeast. Hal has also ministered in Trinidad, Tobago, St. Croix, St. Thomas, Haiti and Cuba.
